About the Enhanced Massachusetts Notary Handbook
Massachusetts is not a RULONA state — its notary law lives in G.L. c. 222 and (more practically) in Executive Order No. 455. You’re commissioned by the Secretary of the Commonwealth for a long 7-year term with NO bond required, but the application is paper-based and requires four character references (one must be a Massachusetts attorney). Your stamp must carry the Great Seal of the Commonwealth, you must keep a journal of every act, and Remote Online Notarization (RON) was authorized in 2023 but is not yet implementable. This guide makes all of it clear. We rewrote Massachusetts notary law into plain English, then added a complete professional toolkit you’ll use on your very first job: every customary form, a printable invoice, loose certificates, journal pages, and a 30-day plan to land clients.
Built on the Law — Not a Private Handbook
The explanations here are written in our own words; the certificate forms follow the requirements of G.L. c. 222 §15 and Executive Order No. 455, which are public and free for any notary to use. You’ll learn what trips new Massachusetts notaries up: that you’re commissioned by the Governor and qualified through the Secretary of the Commonwealth for 7 years via a paper application with FOUR character references (one must be a Massachusetts attorney), that there’s NO bond required and the fee is $60, that your stamp must include the Great Seal of the Commonwealth and use BLACK INK (EO 455), that a journal is REQUIRED for every act, that the $1.25 statutory fee (G.L. c. 262 §41) is widely outdated and modern notaries charge market rates, that the ‘notario público’ label is strictly prohibited in advertising, and that RON was authorized in 2023 but is not yet implementable — wait for the Secretary’s official guidance. It’s the reference you’ll keep open on your desk.

Frequently Asked Questions
What notaries ask before downloading.
Is this the official Massachusetts notary handbook?
No. This is an independently produced, enhanced study and reference guide. It is not the official Massachusetts Notary Public Handbook and is not affiliated with or endorsed by the Commonwealth of Massachusetts or the Secretary of the Commonwealth. It rewrites the law into plain English and adds original tools and forms.
How long is a Massachusetts notary commission, and what does it take?
A Massachusetts notary commission is 7 years. You apply on a paper form to the Secretary of the Commonwealth with FOUR character references (at least one must be a Massachusetts-licensed attorney in good standing) and pay the $60 fee. There is no exam and no bond. Your commission is signed by the Governor.
What must a Massachusetts notary stamp include?
Under Executive Order No. 455, your stamp must contain your name as commissioned, the words ‘Notary Public,’ ‘Commonwealth of Massachusetts’ (or ‘Massachusetts’), your commission expiration date, and a facsimile of the Great Seal of the Commonwealth. New ink stamps must use BLACK INK.
Does Massachusetts require a notary journal?
Yes. Executive Order No. 455 §VI requires every notary to maintain a chronological journal of every notarial act. Keep your journal secure and report a lost or stolen journal to the Secretary’s office.
Can Massachusetts notaries perform Remote Online Notarization (RON)?
RON was authorized by Chapter 2 of the Acts of 2023 — but as of the most recent guidance, the Secretary’s office is still developing the rules, training, and notification system. Until the Secretary issues official guidance and opens registration, Massachusetts notaries should NOT perform RON. Check sec.state.ma.us for current status.
