Is this the official California notary handbook?

No. This is an independently produced, enhanced study and reference guide. It is not the official California Notary Public Handbook and is not affiliated with or endorsed by the State of California or the California Secretary of State. It rewrites the law into plain English and adds original tools and forms.

Can California notaries do remote online notarization (RON)?

Not yet. California does not currently authorize its own notaries to perform remote online notarization. SB 696 (the California Online Notarization Act) sets a framework targeting January 1, 2030, and the Secretary of State may delay it further. For now, every California notarization is in person.

When does a California notary have to take a thumbprint?

You must record the signer’s right thumbprint in your journal whenever the document is a deed, quitclaim deed, deed of trust, other document affecting real property, or a power of attorney. Failing to do so can bring a fine of up to $2,500. The handbook’s journal includes a thumbprint box.

What does it take to become a California notary?

Be 18+ and a legal California resident, complete a state-approved 6-hour course, pass the written exam (CPS HR Consulting), clear a Live Scan background check, obtain a $15,000 bond, and file your oath and bond with the County Clerk within 30 days. The commission term is four years.
