Perhaps an oversimplification would be any mobile notary who will pull permit applications for a contractor. While most large builders & General Contractors usually staff a notary for just this occasion many smaller outfits don’t.

Often time these contractors find chasing down permits at the local city hall to be a waste of precious time. This is where a permit runner comes in. They can take your signed (and notarized) application to the local permit office, pay any applicable fees & return you the permit.

Some municipalities may require the permit puller to have a POA ( power of attorney) on behalf of the contractor. This is where a notary service that offers legal document prep will also be useful, as they can draft that as well.
