About the Enhanced Rhode Island Notary Handbook

Rhode Island’s notary law lives in RIGL Chapter 42-30 (Notaries Public) and Chapter 42-30.1 (Uniform Law on Notarial Acts). The Secretary of State commissions notaries for a 4-year term; NO bond is required, the application fee is $80, and an INK STAMP is required on every paper notarial act. A journal is not required by law but is strongly recommended. RI uniquely allows you to continue notarizing for up to 30 DAYS AFTER your commission expires while renewal is pending. RON is authorized with separate written DOS authorization.

Built on the Law — Not a Private Handbook

The explanations are written in our own words; the certificate forms follow the requirements of RIGL Chapters 42-30 and 42-30.1. You’ll learn what trips new RI notaries up: the 4-year term, the NO-bond rule, the $80 application fee, the required ink stamp showing name, ‘Notary Public,’ ‘State of Rhode Island,’ and expiration, the recommended-not-required journal, the unique 30-day grace period for renewal, and the requirement that RON needs written DOS authorization before any remote act. It’s the reference you’ll keep open on your desk.

📝 Fillable & printable

Open it in the free Adobe Reader and type into the fields, or print the forms blank and complete them by hand. Works on PC, Mac, phone, or tablet — and it’s yours to reuse for your entire commission.

Frequently Asked Questions

What notaries ask before downloading.

Is this the official Rhode Island notary handbook?

No. This is an independently produced, enhanced study and reference guide. It is not the official Rhode Island Notary Public Manual and is not affiliated with or endorsed by the State of Rhode Island or the Rhode Island Secretary of State.

How long is a Rhode Island notary commission?

A RI notary commission is 4 years. RI uniquely allows you to continue notarizing for up to 30 days after the commission expiration date while a renewal is pending — after that 30-day grace period, authority ceases until renewed.

Does Rhode Island require a stamp, a bond, or a journal?

An ink stamp is REQUIRED on every paper notarial act. There is NO bond required. A journal is NOT required by law, but the Secretary of State strongly recommends keeping one — it’s your best protection if a complaint is filed.

Does Rhode Island allow Remote Online Notarization (RON)?

Yes — but only with WRITTEN authorization from the Department of State. Once authorized, use an approved tamper-evident technology vendor with identity-proofing, keep the required electronic journal entries, and retain the audio-visual recording. You must be physically located in RI when you perform the remote act.

Can Rhode Island notaries certify copies?

Yes. RI notaries may certify copies they personally compared to the original. Avoid vital records (birth, death, marriage), court records, or publicly recordable documents — obtain those from the issuing custodian.

What’s included in the Rhode Island Notary Handbook?

A fillable PDF covering RI notary law in plain English; every customary certificate form; a printable notary invoice; loose certificates; binder-ready journal pages; a 30-day marketing quick-start; and a glossary of notary terms.
